None of this is about winning. It is about fixing the process, for everyone.
I do not want Nevada County to lose. I want it to keep faith with its own records, and to apply its own rules the same way to everyone. That starts with the kind of process this is, and then a few plain changes to how the county keeps and uses its files. None of them costs the county a dollar it does not already have.
The bigger problem · the system this happens inside
This is not really about one barn.
Code enforcement in Nevada County is complaint-driven. Nothing gets examined until someone files, and a complaint can come from anyone, for any reason, including a private dispute that has nothing to do with a building. Conditions the county has tolerated for years, all across the county, stand untouched next door, while the full weight of county government lands on a single household. It can cost a family its home over a quarrel the building was never part of.
That is the ground everything else sits on. Fix the record-keeping problems below and a complaint-driven system will still let the same evidence be used unevenly, against whoever a neighbor decides to report.
The systemic fix is one principle: measure the same conditions by the same standard, whether or not anyone complained.

Search, then cite.
Before the county orders an owner to prove a building is legal, it should search its own records for that property and disclose what it already holds. The burden of reading the county's own files should not fall on the resident.

Review how the records are kept.
An independent review of how the Code Compliance Division keeps, discloses, and preserves its records, so that the evidence behind a case cannot simply go missing, and no one has to wonder how it did.

A fair-notice standard for old buildings.
A written standard for how the county treats structures that predate its permit era or have stood for decades, so that “unpermitted” is a rule on paper, not a judgment call with nothing written behind it.
